Automatic Grant For PCT Applications?

WIPO has published a proposal (link) for a reform of the PCT procedure. The reform proposes that search reports drawn up by two separates authorities should be examined by a third one. The result would then be, if the third examination is positive, an automatic grant in all member states!
This is a very substantive reform! While the idea might seem interesting, there are many drawbacks associated with it.
